Tan Heng Khim
Heng Khim has been in legal practice for more than 20 years, having commenced his initial practice at Allen & Gledhill.

In the banking, finance, securities and real estate practice areas, he has handled:
  • consumer, corporate and enterprise / commercial banking (including Central Provident Fund withdrawal schemes for property purchases and re-financing as well as development project and building construction financing)
  • retail and corporate real estate / conveyancing transactions.
And he has acted for:
  • foreign and domestic investors in real estate including purchasers and vendors for entire commercial complexes and development land (exceeding S$400 million)
  • developers in sale of industrial, commercial and residential development projects (including a development project exceeding 750 strata units)
  • retail mall owners in leasing of retail units
  • major financial institutions in a wide range of financing structures including real estate, shares and equity, receivables as well as equipment financing in local and foreign jurisdictions (including oil rigs financing in Indonesia and securities over equities in companies incorporated in the People's Republic of China).
His practice areas also cover criminal and civil litigation and dispute resolution, including insurance claims and road traffic accidents, debt and security recovery, banking and insolvency claims, probate and administration of estates and intellectual property rights.

Heng Khim is also a Notary Public and Commissioner for Oaths and has been:
  • Chairman of the Law Society of Singapore's Conveyancing Practice Committee (2013) as well as its Vice Chairman (2009 - 2012)
  • Member of the Investigative Tribunal (a statutory appointment under the Legal Profession Act) appointed by the Law Society of Singapore for complaints against legal practitioners for Inadequate Professional Services
  • Mediator (a statutory appointment under the Legal Profession Act) appointed by the Law Society of Singapore for complaints against legal practitioners for Inadequate Professional Services
  • Associate Mediator of the Subordinate Courts
  • Associate Mediator of the Singapore Mediation Centre
  • Adjudicator (a statutory appointment under the Conveyancing and Law of Property (Conveyancing) Rules) for the Law Society of Singapore's Expedited Adjudication Scheme under the new conveyancing regime (which became law on 1 Aug 2011)
  • Fellow Tutor at the Singapore Institute of Legal Education (previously known as Board of Legal Education)
    The Singapore Institute of Legal Education ("the Institute") is a statutory body established under the Legal Profession Act, and is managed by a Board of Directors comprising representatives from various stakeholders in the legal community. The Board of Directors is chaired by The Honourable Judge of Appeal Justice V K Rajah. Directors include the Attorney-General, The Honourable Judge of Appeal Justice Andrew Phang, the President of the Law Society of Singapore and the Deans of the National University of Singapore Faculty of Law and the Singapore Management University School of Law. The Dean of the Institute is Professor Walter Woon, SC. The Institute is entrusted with maintaining and improving the standards of legal education in Singapore, and has powers to review the implementation of initiatives, programmes and curricula relating to legal education in Singapore, including diploma, undergraduate and postgraduate programmes, and continuing professional development.
